EU PPWR Harmonised Label Delay: What It Means for Your Packs

The European Commission has quietly moved its own deadline on Packaging and Packaging Waste Regulation (PPWR) labelling. On 19 October 2026, the official plan for the EU harmonised label changed from adoption in late 2026 to April to June 2027. If you sell packaged goods into the EU or Northern Ireland, that shifts your artwork timetable by months.

At Positive ID Labels, we track packaging rules so our customers don’t have to. This guide explains what changed, what stayed the same, and what you should (and shouldn’t) do with your labels right now. The short version? Don’t panic, and don’t redesign yet.

What Changed With the EU Harmonised Label?

The Packaging and Packaging Waste Regulation, known as PPWR, introduces one sorting pictogram for packaging across the EU. It tells shoppers which bin each part of a pack goes in. The Commission must set out the design in a legal document called an implementing act.

That act was due by 12 August 2026. That deadline was missed. The Commission then planned to adopt it in the last quarter of 2026. Its planning record now says Q2 2027, with dates running from 1 April to 30 June 2027.

The New Timetable for the Harmonised Label

Under Article 12(1) of the PPWR, the sorting label applies from 12 August 2028, or 24 months after the implementing acts come into force, whichever is later. So a later act means a later label.

How the 24-Month Rule Works

Add 24 months to a Q2 2027 adoption and the sorting label lands around April to July 2029. The reusable packaging label has a 30-month window, so it follows around October 2029 to January 2030.

Please treat these as estimates. They are worked out from a planning entry, not written in law. The plan has already slipped once, and a second act on digital marking could move things again.

What Has Not Moved

Some PPWR dates stand on their own. The harmonised label delay does not touch them, so keep them in your plans.

The EPR QR Code Date

From 12 February 2027, Article 12(9) says that if you show extended producer responsibility (EPR) information on pack, it must be through a QR code or similar digital marking. Printed EPR symbols are on their way out. This date is not linked to the sorting label, so it still applies.

Other fixed points:

  • Three years of sell-through. Packaging made before each start date can still be sold for three years after it.
  • Exemptions. Transport packaging (except e-commerce) and deposit return packaging are exempt from the sorting label.
  • National marks. Country marks such as France’s Triman stay in place where required until the EU label applies.

What the Delay Means for Your EU Artwork

Should You Redesign EU Packs Now?

No. Nobody outside the Commission has seen the final pictogram yet. The draft has not opened for public feedback, so any “PPWR-ready” design today is guesswork. Redesigning now risks paying for artwork twice.

What you can do is get organised.

Planning Your Harmonised Label Switch

Use the extra time well:

  1. List your EU and NI products. Note which packs carry national sorting marks or old material codes like “PP 5”.
  2. Split your artwork. Keep a GB version and an EU version, so a future change only touches one file.
  3. Plan for QR codes. You’ll need space for an EPR QR code from February 2027 if you show EPR details, and possibly a sorting QR code later- we can help you with your QR Code labels.
  4. Watch for the draft. When it opens for feedback, the pictogram appears for the first time. That is your signal to start design work.
Harmonised Label Checklist for Exporters
  • Confirm which markets you sell into and their current national marks.
  • Check whether your packaging uses the old 97/129/EC material codes.
  • Ask your EU importer how they plan to handle the switch.
  • Run down old label stock steadily rather than over-ordering.

GB, Northern Ireland and the EU

The rules differ depending on where you sell:

  • EU: the full PPWR applies.
  • Northern Ireland: PPWR applies in part under the Windsor Framework. Deposit return labelling is excluded. Whether the sorting label applies in NI is not yet confirmed.
  • Great Britain: not affected. The UK’s own recyclability label under packaging EPR is paused.

Don’t confuse any of this with the UK deposit return scheme. That has its own logo from 1 October 2027 and is unaffected by this news. For more on the wider PPWR rules, see our PPWR labelling guide.

How Positive ID Labels Can Help

A delay is a gift if you use it. Here’s where we fit in.

Short digital runs. When the harmonised label design is finally confirmed, you’ll want to move quickly. Our Xeikon (1200dpi) and Screen (600dpi) digital presses make it practical to hold separate EU and GB label versions. When the pictogram is published, you update one artwork file and reprint only what you need.

QR codes in your artwork. We print QR codes as part of your label design, ready for EPR identification from 2027.

More room on small packs. Multipage and peel-and-reveal labels give space for multi-language sorting information on bottles, jars and tubs.

No surprises on price. We quote over the phone, and the price we quote is the price you pay.

Reorder reminders. We can estimate your usage and remind you before you run low. That helps you use up stock with national marks before the switch, without waste.

Not sure which of your products are affected? Call our team on 01332 864895 or use our enquiry form for free, practical guidance. We’ll talk you through your EU packs and give you a fixed-price quote.

Frequently Asked Questions

When will the EU sorting pictogram be published?

The Commission now plans to adopt it between April and June 2027. Before that, a draft should open for public feedback. That draft will be the first chance to see the design.

Is the PPWR sorting label now delayed until 2029?

Very likely, but it is not certain. The label applies 24 months after the implementing act, so a Q2 2027 act points to around mid-2029. These dates come from a planning record, not from law.

Do I need to change my EU labels before February 2027?

Only if you show EPR information on pack. From 12 February 2027, EPR identification must be shown through a QR code or similar digital marking, not a printed symbol. That date was not moved.

Can I keep using the Triman logo on French packs?

Yes, where France requires it. National sorting marks stay in place until the EU label applies. After that, the EU rules replace them.

What happens to labels I have already printed?

PPWR allows packaging made before each start date to be sold for three years afterwards. There’s no need to scrap stock because of this delay.

Does the PPWR sorting label apply in Northern Ireland?

PPWR applies in NI in part. Deposit return labelling is excluded. Whether the sorting label applies is not yet confirmed, so plan as if it might.

Does this affect products sold only in Great Britain?

No. GB-only products are not covered by PPWR. The UK’s own recyclability labelling plan is paused, partly to avoid clashing with EU rules.

Are deposit return bottles and cans covered by the sorting label?

No. Packaging in a deposit return scheme is exempt from the EU sorting label. The UK deposit return scheme also has its own separate logo rules.

What should I do first?

List your EU and NI products and the marks they carry. Then separate your GB and EU artwork. Follow our free PPWR Implementation guide. Call 01332 864895 to get a quote on your new labels.
